The HKSAR Government is formulating effective implementation plans and drafting the enabling legislation to give effect to the municipal solid waste (MSW) charging. Mr K S Wong, Secretary for the Environment, has been invited to introduce the framework and implementation arrangements of the forthcoming charging scheme. He will be joined by the following three commentators, who will share about the best practices of business in waste management and their views on the proposed charging arrangements:

MSW charging will be implemented in all sectors in one go. The implementation arrangement will be compatible with the current collection and disposal systems, and supported by other complementary measures. Through the forum, we would be able to understand more and be prepared for the implementation of the charging scheme.

The forum is organized by the Hong Kong General Chamber of Commerce, and co-organized by the American Chamber of Commerce in Hong Kong, Australian Chamber of Commerce in Hong Kong, British Chamber of Commerce in Hong Kong, Canadian Chamber of Commerce in Hong Kong, and Hong Kong Green Building Council and World Green Organisation.

    Cary Chan is a professional engineer. He is currently the Head of Technical Services at Swire Properties Management Limited and is responsible for overseeing the technical and environmental performance of Swire Properties’ investment portfolio.

    He started his career in the field of Building Services Engineering in a consulting firm and has since participated in a number of prestige projects such as the construction of the Hong Kong Bank Headquarters.
     
    His major interests are energy and environmental conservation. Widely recognised as a leading building energy management expert in his field in Hong Kong, he has undertaken a lot of research in-house and also jointly with universities. Many energy saving initiatives have been successfully implemented with substantial improvements in the energy performance of Swire buildings, some of which have been recognised by international awards.
     
    Mr. Chan is also the chairman of the environmental committee of the Hong Kong General Chamber of Commerce and a Director of the Business Environment Council and Green Building council.
