HKSAR Government Series: Healthcare Financing - Voluntary Health Insurance
11:45am-1:45pm. In view of the challenges brought about by the ageing population on the public healthcare system, it is necessary to explore ways to redress the public-private balance of Hong Kong’s healthcare system and to enhance its long-term sustainability.
The Voluntary Health Insurance Scheme (VHIS) is one of the turning knobs for readjusting the balance of the public-private healthcare sectors. It is intended as a supplementary financing arrangement to complement public healthcare. By improving the accessibility, quality and transparency of individual hospital insurance products, the government hope to encourage those who can afford and are willing to use private healthcare services to do so, thereby indirectly relieving the pressure on the public healthcare system.
